At the OPTIONS SCREEN, press A, C, B, C. Then the round select option will appear, mind you, if you're not in hard mode you will only start out in the stage with 3 characters!

Pretty easy, I would suggest start in HARD mode so you can have all twenty characters in the stage, you'll need them!
